A Steiner system has Unique Threes held in the minimum number of lines so it cannot be improved on. Two very well known Steiner systems are the C(22,6,3,3,1)=77 and the C(26,6,3,3,1)=130 and when merged they form a C(48,6,3,5)=207, with of course Unique 3's, which is also a cover when a Pool of 49 is used.
 
How does it fare when tested against Random Selections and the first 207 lines of my Progressive 365 Line Cover with Unique Threes. Pretty much as expected - the optimum density helps out but it is more erratic with a greater Standard Deviation. In the 5 runs of 52 draws it has done better than Random Selections this time but it can't always be relied on to do that. Against my 307 lines it has done noticeably worse which is to be expected as the absence of one integer makes 1,712,304 of the 13,983,816 of possible winning numbers as not possible to contribute a prize.

Lotto Draws have no relationship to one another; the integers serve just as identifiers. Any prediction calculation on one history of draws for a same type game is just as irrelevant as another.
