Without a doubt the worst possible set of 28 numbers you could play in a Pick 6, Pool 49 Lotto game is one with the same number repeated for each line or block. This also applies to any greater or lesser number of repeated combinations and to any other Lotto game. The main point to note is that your chances for winning a prize do not increase no matter how much you increase the repeated combinations.
 
In the case of first prize if it is a pro rata distribution then if you are the sole winner but you receive nothing more than what you would have got playing one line; the 27 other lines qualify for first prize, so, you are dividing the prize with yourself. You receive no sub prizes if you have the winning Six.

Playing a System 8 or Full Wheel for 8 integers which is 28 combinations of six integers we see that of the 13,983,816 possible Sixes 95% will give us nothing.
 
A little over 4% will give us 10 threes due to the high concentration of repeat Threes. Similarly, if you are lucky enough to get a Four you don't just get 1 Four but 6 with 16 Threes thrown in as well. Most people I know would be happy to have 1 Four once in a blue moon rather than a whole bunch of them at the next passing of Haley's Comet!
 
The Fives really indicate the absurdity of playing this set. In many years of playing you may not get one Five. Surely, most people when made aware that they have repeat Fives in the set would opt to have different ones thus increasing their chances for a Five each draw instead of getting 3 Fives, 15 Fours and 10 Threes.
 
When it comes to the winning Six most people would be happy with that and instead of getting 12 Fives and 15 Fours as well opt to have those as separate win possibilities.

Since the 1980's Covers or Wheels with Guarantees have been promoted as being beneficial to Lotto players. The facts are they disadvantage you in winning the secondary prizes in the short run which is the the way most people play Lotto. The reason for this is the high repetition of the sub set Threes, Fours and Fives and limiting the integers used. Most of the nonsense and con-artist claims in this field of interest are based on Covers which as can be seen from the table and chart are woefully inferior.

Despite repeating a subset Five 28 times and giving away 2 combinations this set still does better than the Cover or Wheel with Guarantee which gives a Five if you have 5 integers correct in a Pool of 9. No one in their right mind would play this set; how can the "experts" expouse the pitifull Cover as being of benefit in playing Lotto?

With 88% of the possible winning combinations giving zilch compared to only 54% for my best set the sheer audacity, con-artistry or just plain ignorance is apparent for the self styled "Lotto number experts". As one silver tongued con-artist admits in his self evident litany of lies he just doesn't have the time to check things out; too busy spending the money that the gullible send him.
 
This Cover or Wheel with Guarantee is extolled by the likes of Professor Iliya Bluscov System (#21) and Gail Howard (#305). Gail Howard got into the Lotto book publishing side of things by flogging Ivan Dimitrov's self published How to Win at Lotto & Pick 6. It contained mainly tables of Covers or Wheels which are now freely available on the web but as I show in this thread useless as far as increasing your chances of winning.
 
Bulgaria, the birth place of Ivan Dimitrov, is along with Hungary and Romania the leading countries in the world for Lotto mis-information. If you read an article on Lotto Designs by some professor chances are when you look at his qualifications, the University of Sophia in Bulgaria will feature prominently. I'm happy to acknowledge that Ivan Dimitrov along with the promotional expertise of Gail Howard was the start of the popular misinformation stream in this field of interest in the USA.
 
However, research on Lotto Designs or Covers started in the 1850's when the famous Steiner C(22,6,3,3)=77 Cover became known, which has all the 1540 possible combinations of three integers from a Pool of 22 appearing once only in the 77 CombSix lines. The lunatics that still think this Cover is OK are the same genrie that think they can detect a bias in their favour by discerning the difference in blemishes on the balls!

This Cover or Wheel with Guarantee is listed as Number 35 by Professor Iliya Bluscov and Number 507 by Gail Howard, albeit slightly better in their way of ranking these things. You see the coverist way of looking at it is that it doesn't matter how distorted you make the set with regard to yield as long as the number of lines, blocks or combinations is less, then it is better. The fact that from all the possible 13,983,816 winning combinations only 21% will give a prize compared to 46% with my best Unique 3's ™ using the full pool and with coverage maximized is simply not acknowledged. Truly one can describe Covers or Wheels like this to be the best of the worst and their advocates for use in Lotto to be none other than con-artists.

With 74% of the possible winning combinations giving zilch compared to only 54% for my best set why would anyone play this? Looking at the repeats table we see 14 of the Fours are squandered by repetition and the Threes are abominable with 98 repeated twice, 3 trice, 19 quadrupled and 1 repeated 5 times.

There are no prizes for 71% of the possible draws compared to only 54% for my best set? Looking at the repeats table we see 14 of the Fours are squandered by repeating twice and the Threes are abominable with 80 repeated twice and 40 repeated 3 times.
